The intelligence gap sits between the files.

RFQs, drawings, comparisons and reports preserve outputs. They rarely reconstruct what an engineer noticed, which evidence changed the recommendation, why a deviation was accepted, or whether the decision performed well later.

02Static records

Documents are evidence, not workflow data.

A folder can answer what was delivered. It cannot reliably answer how the decision was produced, corrected and validated across project execution.

03Generic models

Reading engineering text is not operational expertise.

A general model does not inherently know a project constraint, evidence hierarchy, approval structure, commercial consequence or local operating standard.
